The NGER Act, in brief
The National Greenhouse and Energy Reporting Act (NGER) is the National Emissions Data reporting framework that will support Australia's Carbon Pollution Reduction Scheme.
As at August 2009, all Australian Corporations generating in excess of 87.5kt of CO2e per annum, or consuming (or producing) 350Tj of energy per annum, are required to register with the Department of Climate Change for reporting in October.
All Facilities generating 25kt of CO2e, or consuming (or producing) 10Tj of energy are also required to report.
The threshold for Corporations will be reduced next year so that the NGER Act will include reports from organisations generating 50kt of CO2e, or consuming (or producing) 200Tj of energy per annum. The threshold for Facilities is not expected to change.
Principles of the NGER Act
The NGER Reporting Guidelines document outlines the steps corporations need to take when determining their registration and reporting obligations. The reporting guidelines also outline the principles of the NGER Act, for corporations needing to report.
There are 4 principles described for the measurement of emissions data
Transparency - Emission estimates must be documented and verifiable.
Comparability - Emission estimates using a particular method and produced by a registered corporation in an industry sector must be comparable with emission estimates produced by similar corporations in that industry sector using the same method and consistent with the emission estimates published by the Department of Climate Change in the National Greenhouse Accounts.
Accuracy - Uncertainties in emission estimates must be minimised - the estimates provided must be within a 95% confidence level of accuracy. Capturing emissions data from invoicing is deemed to be 97% accurate.
Completeness - All identifiable emission sources within the energy, industrial process and waste sectors as identified by the National Inventory Report must be accounted for.
OSCAR - Online System for Comprehensive Activity Reporting OSCAR is a web-based data collection tool - used by a number of programs and administered by various Federal and State / Territory Governments to collect energy and emissions data. Some of these programs include reporting under the National Greenhouse and Energy Reporting (NGER) Act 2007 and the Energy Efficiency Opportunities (EEO) program. To reduce the burden of duplicative reporting, OSCAR facilitates the cross-program sharing of common data, saving time and effort.
Ndevr is one of several organisations participating in an industry consultation process with a view to the Department of Climate Change developing an electronic upload for OSCAR in time for the reporting year 2009/2010.

- Reporting obligations across multiple reporting schemes due to International operations, and participation in voluntary schemes.
Some Of The Challenges Facing Medium to Large Corporations
Ndevr's Greenhouse Emissions Reporting Solution Because the Ndevr Greenhouse Emissions Reporting solution is built within Oracle's E-business and JD Edwards ERP systems all of these issues have been addressed successfully.
Data is captured within the same framework as your financial data, and is captured in accordance with the same financial/ accounting regulations that applies to your financial data. (Data is backed up, secure, transparent & auditable - as well as storing consumption by the emissions factor that applied at the time of entry). Staff are not required to learn new systems, or legislation in order to capture the data at the invoice level, because they are capturing data within the same screen as the invoice is processed. Capturing data does not involve multiple systems (which would have a significant negative impact on invoice handling times).
The solution will be maintained and supported for as long as the licensing is maintained. Part of this is ensuring you receive updated emissions factors, the latest product enhancements (eg the lastest release includes a secure login portal for sub contractors to enter data by project), and updates resulting from changes to the underlying legislation.
Reporting is comprehensive - enabling analysis at the highest and lowest levels within the business, as well as by individual emissions sources. For example - reporting by facility or asset, reporting across the organisation, or reporting at individual project level using the latest Business Intelligence software tools from Oracle.
