Global Environmental Legislation & Compliance Greenhouse gas emissions information and Corporate Environmental Information in becoming increasingly monetized. As countries move closer to regulated emissions trading schemes, this information will attract the same attention as other key performance indicators of businesses in much the same way as financial reports.

As with financial reporting - environmental legislation is being implemented across the globe - meaning that corporations operating across multiple countries, regions and states will be faced with slightly differing legislation and reporting requirements across their business.

Management needs to ensure adequate procedures are in place to capture and report reliable data.

This is best achieved by functions within the organisation that oversees corporate governance, internal audit, IT, and company reporting.

The CPRS, NGER & OSCAR - Streamlining Protocol

NGER, and OSCAR, is designed to act as a single national reporting framework for the reporting and dissemination of information about the greenhouse gas emissions, greenhouse gas projects, and energy use and production of corporations of Australia. A core objective of the Act is to underpin the Carbon Pollution Reduction Scheme (CPRS) as well as avoiding the duplication of similar reporting requirements in the states and territories.

The Australian Department of Climate Change has outlined various agencies currently collecting Environmental data - as listed below

Program Name Jurisdiction
ABARE Fuel and Electricity Survey Commonwealth
Energy Efficiency Opportunities Commonwealth
Greenhouse Friendly Commonwealth
Generator Efficiency Standards Commonwealth
National Greenhouse Gas Inventory Commonwealth
Energy Savings Action Plans New South Wales
Ecobiz Queensland
Smart Energy Savings Program Queensland
South Australian Greenhouse Strategy South Australia
Environment & Resource Efficiency Plans Victoria
Industry Greenhouse Program Victoria

It is anticipated that many of the corporations reporting under of the above Acts will be able to produce a single report that will cover both NGER requirements and requirements of the other Program.

NGER Greenhouse & Energy Data Office (GEDO) - Compliance & EnforcementThe Greenhouse and Energy Data Officer has the responsibility to monitor and enforce (or facilitate) compliance with the NGER Act through the analysis of information from various sources such as the general public, peak bodies and industry groups, non-government organisations and other government agencies.

The NGER Compliance and Enforcement Policy outlines how the GEDO intends to manage compliance and enforcement.

The Role Of Systems It has been recognised by the Department of Climate Change in Australia as well as by the GHG Protocol body that IT systems will play a significant role in managing environmental data - this is because a proper ERP system is able to ensure that data is captured, stored, managed, and reported on in accordance with the Principles of The Act.
