Complexities - Defining Operational Boundaries - Managing Sub Contractor DataThe following information is loosly extracted from the NGER regulations,
A corporation is considered to have operational control over a facility if it has the authority to introduce and implement operating, health and safety, and environmental policies.
Operational control can be difficult to establish when there are third party managers or operators of facilities and when contractors and subcontractors are present at a facility - the corporation with operational control is responsible for collecting contractor data and incorporating the data in its own report - this is because the corporation is percieved as having the greatest authority with regards to implementing OH&S or Environmental Policies.

As an Organisation how can you ensure that you are provided with all the relevant data by your sub contractors? What if the sub contractor is only able to provide you with information relating to the total amount of fuel purchased in another state where some of that fuel has been used on a job not run by your company?
